Should they operate efficiently, they stand to earn from the disparity between contractual heat rate and actual machine operating efficiency. Rationally, IPP's do not need subsidized gas. They will be happy if gas price increases as they can earn more from the impetus of being efficient. TNB should concentrate on transmission and generation should be fully privatized. Singapore's energy market should be a good model to learn from. They have started the liberalization much earlier but done it in stages to avoid distortions/ disruptions like what was experienced in the US. By having a market-driven system, all the generating companies would strive to improve their costs and prices!
